A consultant researches the business universe, determines the specific nitch of marketing strategy, designs the website's wireframe to capitalize on the research's patterns, then splits each section into a flow chart for a developer to read to turn that concept, a fully designed revenue machine, into coded reality, then either an artist sub-contracted, (only if the site owner requires 3D rendering), or the consultant designs the site's appearance after the function is decided. Form follows function or the complete business model is destroyed.

A developer will perform the task. A consultant will design the task, based on facts. I mix both as a logic consultant. Logic, because function without it, is nothing but form. Even if I am hired only as a developer, I consult. I red flag things for the owner to review. I try to steer the build and function in the direction of proven techniques and I always strive to do what the owner wants for the least amount of investment.
